Looks like what we called a tile spade. And yes, water can steal a lot of things.

I guessed it! But it is hard to see, you must have good eyes! It must be a strong current to carry that away!
That is a strong current if it took a shovel.

Were you able to retrieve it, or was it stuck and embedded into the rocks and soil? Sure is a way of finding missing tools :=)
water can and will take anything in its path, good thing you spied it and saved its life...
Rain washes so many things away, whether temporarily or permanently. At least it was just a shovel!
